A good answer for this is in v 17 "a will is in force only if somebody has died". THe new testament has been put into effect, therefore the pattern of salvation must be followed! "Just as man is destined to die once, and after that to face judgement," v 28 "so Christ was offered to tkae away the sins of the people; and he will appear a second time, to bear sin, but to bring salvation to those who are waiting for him".
